DIAMOND POINT AIRPORT ASSOCIATION

DUES AND FEES SCHEDULE

(As Amended and Adopted at the DPAA Board Meeting of 02/02/2006)

 

1.   MEMBERSHIP CATEGORIES & DUES: Payable by  January 1 of each year.

 

      (R)   Regular Member:  An owner of real property, including condo-hangars, in Sunshine
              Acres ……………………………………………………………………...……..............$20/yr.

 

      (A)  Associate Member: Individuals who do not own real property in Sunshine Acres

              and who have been approved for membership by the Board.............................................$20/yr.

 

    (Ax) Auxiliary Member: Individuals, approved for membership by the Board, who are affiliated

       with the airport in support activities.  These members are not Users and pay no initiation fee...$10/yr.     

 

 2.  DPAA MEMBERSHIP IS REQUIRED FOR, AND USER FEES ARE TO BE PAID BY, THE FOLLOWING:

 

     a)  Owners/operators of any aircraft located thirty (30) or more days per quarter on the Airport, or on private property in the vicinity of the Airport and who make use of the Airport at least once during a calendar quarter; and

 

     b)  Owners/operators who operate any aircraft to and from the Airport more than three (3) times per calendar quarter.

 

    c)  Any person(s) who give guests permission to operate aircraft to and from the Airport more than three (3) times per calendar quarter.

 

3.  AIRPORT FEES:  Except for transient fees, all Airport Fees are payable in advance on an annual or calendar quarter basis for the amounts listed below:

4.  COMMERCIAL OPERATIONS:  A person(s) operating a business in Sunshine Acres involving the use of the airport require Board approval.  Fees for a commercial operation shall be set to reflect the volume of business transacted and/or the amount of airport usage identified with the business.

 

5.  COLLECTION: Unpaid dues shall result in loss of membership privileges and loss of use of Airport facilities but shall not result in a lien. Unpaid User Fees may be claimed by DPAA as a lien against any property owned by the debtor in Sunshine Acres. DPAA may file a lien after demand for payment is not met. The lien may be foreclosed as a mortgage. In any action of enforcement of this paragraph, the prevailing party will be entitled to recover costs and reasonable attorney fees.

 

6.  INITIATION FEES: Initiation fee for new members is $500.00 for Regular Membership.  Associate and Auxiliary Members are not required to pay an initiation fee. Associate and Auxiliary Members who convert to Regular Member status will be required to pay the appropriate initiation fee.

 

 

7.  TRANSFER OF MEMBERSHIP: A Regular Membership which is current may be transferred without initiation fee to another lot or condo-hangar acquired by the member within Sunshine Acres, or to the new owner of the existing lot or condo-hangar as sold by that member. This transfer of a single membership must be declared by the selling party to DPAA within one year from the date of sale.  To sustain Regular Membership transfer privileges, annual dues are required each year regardless of whether the runway is used for aircraft operations.

 

8.  MODIFICATION OF SCHEDULE: The Board of Directors of DPAA shall adjust the dues and fees rates, as required, to meet expenses as projected in the approved annual budget.  All schedule modifications require membership approval.

DIAMOND POINT AIRPORT RULES

(As Amended and Adopted at the DPAA Board Meeting of 02/01/2007)

 

In accordance with Chapter III, Section 2, of the Diamond Point Airport Association, the following operational rules are established for pilots of aircraft using the Diamond Point Airport.

 

GROUND RULES:

1.  Parking of aircraft will be confined to established parking/tiedown areas.  Owners of real property adjacent to the airport or taxiways may park on their property as might their guests.

 

2.  Taxiing of aircraft prior to or after flight will be done on the established taxiways. Aircraft shall come to a complete stop before entering or crossing a street, proceeding only after insuring that there is no conflicting traffic.

 

3.  Vehicle traffic, other than for construction or airport maintenance, will be limited to normal passenger cars and 3/4 ton pickups.  Airport access on the south side is limited to the south taxiway and tie-down area.  Access on the north side is limited to the north taxiway via the North taxiway gate* and the Northeast gate* at the northeast airport property line adjacent to Lot 31, Plat III of Sunshine Acres. 

 

4.  Sunshine Acres residents may cross the runway on foot or bicycle, however, they do so at their own risk.  DPAA accepts no responsibility for the safety of persons crossing the runway.  Handicapped persons may cross on motorized scooters.  Small powered vehicles such as golf carts and motor bikes may traverse around the ends of the runway using the grass surface.

 

5. Property owners contemplating construction projects adjacent to airport property must sign an affidavit, prior to breaking ground, indicating full knowledge of all airport rules and regulations.  These property owners shall plan constuction activities by first providing heavy equipment and construction vehicle access from the street side of their property.  If a construction vehicle, due to it's size or load, cannot move to the construction site via the established street-side access, the property owner or contractor may submit a written request for special permission from the DPAA Board to make entry via a taxiway.  The DPAA Board will reply in writing to approve or deny such a request on a case-by-case basis.  The Northeast gate is to be used for this type of entry on the north side of the airport.  Prior to access, the property owner or contractor will walk the airport property with DPAA Board members to ascertain the existing condition of the surface.  No construction access will be allowed during winter months or after heavy rains.  DPAA Board members will walk the property again with the property owner or contractor if damage is noted.  It will be the property owner's responsibility to repair the surface to the original condition within 30 days.  If the damage is not repaired, DPAA may have a contractor repair the surface and the property owner will be responsible for the cost.  In any event, NO VEHICLE SHALL BE PERMITTED TO DRIVE ACROSS ANY PORTION OF THE RUNWAY!

 

* These access gates on the north side consist of three 30 inch posts, center post removable, with a key lock cable attached.  The outer posts are located twenty feet either side of centerline so as not to conflict with transiting aircraft.  Keys for the North Taxiway Gate will be issued, upon request, to property owners requiring vehicle access to their hangars via airport property.  Northeast Gate access is limited to construction vehicles and will be controlled by the DPAA Board. 

 

FLIGHT RULES:

1.  Aircraft departing the runway will announce their departure on 122.9 before taking the runway.

 

2.  A right hand traffic pattern flown 1000 ft. AGL (1260' MSL) will be used for runway 29.

 

3.  A standard left hand traffic pattern flown 1000 ft. AGL (1260' MSL) will be used for runway 11.

 

4.  Arriving aircraft should announce their position and intentions on 122.9 MHz while on a

     45 degree leg to downwind when using either runway.

 

5.  Caution! In windy conditions severe downdrafts occur on the approach ends of both runways 29 and 11. High, steep approaches are recommended.

 

6.  Only Regular and Associate DPAA members may grant a pilot permission to operate an aircraft to and from the airport and all aircraft operators using the Diamond Point Airport do so at their own risk.
