CALL TO ORDER:
The meeting was called to order by Everett Stauffer at 7:00 p.m. There were 6 Board members present, as
President Dave Taney was unable to attend the meeting. Everett
then called on Kathleen DeStefano for the minutes from our last meeting.
MINUTES
OF 5/13/05:
Kathleen - The minutes from
the last meeting have been handed out and were sent via email to the
members of
the Board. If there are any additions or

Morello made a motion to accept the minutes as written, which was
seconded by
Sarah Kincaid. The Board passed them
unanimously.
TREASURER’S REPORT:
Irma – This is the year-end
Treasurer’s report, which is an accounting for the year 2004-2005. To see a copy of the treasury reports just go

DeStefano made a motion to accept the treasurer’s report as written and
Lew
Morello seconded the motion. The Board
passed the treasury report unanimously.
Election of 05-06
Officers:
Everett – The President and
Vice President are the ones that we need to elect; then we need to
appoint a
treasurer and secretary. Lew Morello
nominated Dave Taney to be retained as President. Sarah
Kincaid seconded this motion. The Board
passed the nomination
unanimously. Pastor Na nominated Everett
Stauffer for Vice President. Kathleen
DeStefano seconded this motion. The
Board passed the nomination unanimously.
The position of Secretary and Treasurer were voted on by the
Board and
everyone remained in their present positions for the year of 2005-2006. Kathleen mentioned that she would not mind
finishing out the year as Secretary, but would like someone to
volunteer from
the January meeting to learn the job, so that it will be a smooth
transition
from one person to another.
OLD BUSINESS
Mussel
Beach Road Status: Everett
– At this time nothing has been accomplished, except for Barry Olson
and his
helpers raking off some of the round rock off the road.
Also, some trees were felled. Since
I last meeting I did go to the Planning
Office and talked the people down there.
I was supposed to get a call from Win Slota, and I finally
connected her
last Friday. She said we have to have a
permit to do the work down there. The
Beach Road Advisory Group will try to get together and go down and get
detailed
measurements of the parking lot. I
believe we can pay $40 or $50 for the permit.
We do the work and they come down and inspect what we have done
and sign
off on it. The Advisory Group came up
with a list of things that they feel need to be accomplished. Please see the following:

know that we have $12,000 at this point.
Since over $8000 is in already from last year, I have computed
$4000 due
in this year already; we actually have over $12,000 in the Beach Road
Fund that
can be used right now to fix the road. Following
a discussion by the Board on when we might be able to start the work on
the
road, Lew made a motion that we start the work on the road as soon as
possible
with approval to go up to $10,000.
Kathleen seconded the motion. Any
discussion? Barry Olson from the Beach
Road Advisory Group suggested that we take the dirt that will come out
of the
East ditch and put it in the parking lot or to also fill up the ditch
along the
side of the culvert. Using the extra
dirt in the parking lot will help to keep the water off the lot. The Board voted and passed the motion
unanimously.
Plat 6 & 7 Mowing:
Everett – Steve and I have
spent some time down there cutting down the Scotch Broom, weeds,
falling some
trees; of which we now have 8 small piles of brush down there and we
are ready
to mow. We approved up to $500 to Board
meeting for the mower. Lew is going to
get hold of the mower guy and we will see if we can’t get that lot
mowed. There are some pretty rough areas,
so he does
need to talk to me first. We will use
some weed eaters to get some of the rest of it out.
When the burn ban goes away we will try to
burn those piles. Then each year if we
get in there and mow, and a little spraying of the thistles and Scotch
Broom
while it’s small, maybe we can get a handle on that lot.
NEW BUSINESS
2005-2006
Dues Payments:
Irma – We have gotten a good
response for the first 2 weeks this year.
I have received over $4000 already for the Beach Road, with a total of $5000
altogether. Everett
– So, 50 people have paid so far. That
is way short.
GDP Sunland Challenge:
Dr. Welch – I am here
representing the Clallam County Public Health.
There are about 50 volunteers who work with them and in that
light we
review all sorts of regulations and health issue; then make our
recommendations
to the Board whether they feel they are appropriate for this county. In light of that the committee felt that this
year they wanted to get involved in a demonstration project, which
doesn’t cost
much money. That will also help the
health of all involved. I have passed
out a draft brochure of what our committee has come up with. Walking is a great exercise.
We picked an urban community, Sunland and a
rural community, Diamond Point to compare the walking habits and the
ability of
promoting walking habits to those who don’t walk, and particularly
those that
do. We know those communities are people
who are already walking and are fit; people who walk occasionally; and,
there
are people who don’t walk at all.
Walking is pretty safe for most of us, maybe a few can not do
that, but
most of us can. Listed in this brochure
are things that you will experience if you get out and walk. We appeared before the Sunland general
meeting last week. The Public Health
Advisory Committee would like to move forward on an active program in
both
communities to promote walking and to make a challenge between the two
communities. Over a years time to
accumulate all the miles walked by those who are in this project
together and
compare them, and to see who can walk the furthest.
I even gave them the challenge, we should
pick a community on the East coast with 2 lines, 1 being Sunland and
the other
being Diamond Point line. Over the year
we would plot how many miles walked to the East coast.
We want to make

a fun
thing between the two communities. There
are 72 other home owner associations on the peninsula.
This (SAPOA) association and Sunland are the
two most active associations. We felt that
if we could get something between these two communities, they could be
models
for other people on the peninsula to get out and stretch their legs. That is what this whole thing is about and
tonight is more informational from me to you, and I certainly can’t
expect you
to commit the community, but there is a general meeting of our group in
January. I present this to you tonight
to get a feel for it; if you feel they might want to get involved in we
would
like to collect some public health information to see what walking has
done for
you. We would like to check your cardiac
status, plus rate will change and with permission of those enrolled to
check
their blood pressure from time to time.
We would also calculate their BMI (body mass index) and see if
that has
improved. We would accept somebody’s
word that walked 1 mile, 5 miles; whatever it is they say they walked. At the end of a year, the committee is trying
to get a sponsor to do some local PR on this, and we would like to take
2 of
our citizens, one from out here and 1 from Sunland and put a newspaper
article
on this particular individual. We see
this as a health promotion project, which can be fun and at the end
when 1
community walks further than the other one then we might even challenge
one community
to throw a potluck for the community that wins.
So that’s the idea behind this thing.
My phone number is there and the Board or Everett can call me
and let me
know if the community would like to do this.
Everett
– I feel the Board would support this
any way we could. Trying out how you
would like to hold a meeting, we can put a message on the message board
and we
could make it Greater Diamond Point, so that is more than just us. Dr.
Welch – Whenever the next newsletter goes out, we could write up a
little
blurb for it. Sunland sees this whole
area as Diamond Point, not just Sunshine Acres.
Everett
– That won’t be for another 3
months. I feel the Board is willing to
support you. Dr. Welch –
Then is it okay if I go back to Sunland and tell them
that Diamond Point picks up the gauntlet?
That you accept the challenge? We
already have a registration form.
Granted, this is something that has never been done before in
this
area. We have never done such a project
before. We have no budget at all. We don’t want this to cost anybody other than
the shoes you wear, as you have to wear shoes anyway. I
have been promoting Diamond Point. Everett
– We
will get the word out and we will help you any way you want.
Plat 6 & 7 Covenants:
Everett – Plat 6 and 7 are
having some problems. Some of the home
owners have put through a major change to their CC&R’s. It has some people upset as I have received a
few phone calls since this letter came out.
They want to wipe a lot of their building restrictions; they
want to
allow multi-unit dwellings; they want all vegetation, trees included,
to be no
more than 6 feet in the air. Catherine
Woodahl – Their letter did
not really explain what it is they want and so was very hard to
understand. I downloaded the CC&R’s
off the website and incorporated all changes that they wrote in this
letter. It looks like, although I am not
sure if they intended to do this or if they were just sloppy, but I
went
through and struck out everything that they did not include in their
letter. It looks to me like the main
thing they are trying to do is to cut all trees down in Plat 6 & 7
to 6
feet in height, natural or planted. I
also have copies of the Plat maps and colored green in where the trees
are that
hey want to have cut down. (Everett
explained where
Plat 6 & 7 is located.) We are about
one-quarter of this association. Plus,
the other major thing they are trying to do is to push responsibility
onto the
SAPOA Board to police the cutting of the trees, which they can’t do. They also explained that if SAPOA won’t do
it, a lot of things would fall onto the architectural committee. They want to expand the architectural
committee’s responsibility. The people
who are asking this live on Manzanita Circle, about 4 home
owners. (A lot of discussion going on with
many
people talking at once.) Everett
– Before they can make SAPOA responsible for anything, they have to put
into
their Covenants, plus they have to get everybody in all the Covenants
to
agree. Catherine – My
concern is that
<>the
Board
knows what these people are up to. And
another concern, a lot of people don’t want to make waves and are just
going to
say, oh, okay; or they are not going to read it. Or,
they just aren’t going to pay
attention. I am afraid that 65% will
line up and passing it. The main concern
does seem to be the cutting down of all the trees, whether or not there
is a
view to be had if this is done. (If
you
are interested in knowing exactly what the letter consists of and you
live in
another plat, please contact the Secretary of the SAPOA Board for a
copy of the
letter.) They also want to change the
fencing rules. That you have to have the
fence approved by all of the connecting properties and the
architectural
committee, which has nothing to do with a building; and, the only
fencing you
would be allowed to have is to cover a pool, patio or private area, or
be a
wind break.
Tails to Trails:
Sarah Kincaid – On the
subject of walking, Saturday at Carrie Blake Park they are having Tails
to Trails
which helps with homeless pets. Usually
the proceeds are 50% to WAGS and 50% to the Humane Society. This year 50% goes to rescuing Katrina pets,
25% to Humane Society and 25% to WAGS.
We have all kinds of booths going on; a lot of pet walking. The Humane Society will have animals you can
walk for those of you who don’t have a pet to walk.
